Document errors can delay a China export, but there is no universal four-document bundle that is filed unchanged for every cargo. China Customs’ current service guide requires an electronic declaration and the supporting records applicable to the transaction and supervision conditions; it lists contracts, invoices, transport documents, packing lists, licences and other supporting documents as categories rather than saying every item is attached to every declaration.

- **Commercial records** — normally the contract and invoice, with the actual seller, buyer, terms, value, currency, quantity and product description. The description must be detailed enough for classification and any licence controls.
- **Packing list** — carton or pallet contents, package count, gross and net weight and other packing data. It should reconcile with the declaration and the physical cargo.
- **Transport record** — a bill of lading, sea waybill or air waybill as applicable. Its issue timing depends on the mode and carrier; not every transport record exists in final form when the export declaration is first prepared.

## Documents that depend on the goods or destination

Beyond the core set, you may need:

- **Certificate of origin** — requested when the destination, buyer or a trade-preference claim requires origin evidence. GACC and other authorized issuing bodies can issue certificates; issuance does not itself guarantee preference at destination.
- **Dangerous-goods or product-safety records** — classification, declarations, marks, test summaries or other documents depend on the substance, battery, mode and packing configuration. An SDS is not a universal transport document for every regulated article.
- **Plant, food and quarantine documents** — depend on the actual commodity and destination protocol. For regulated solid-wood packaging, the ISPM 15 treatment mark normally replaces a separate phytosanitary certificate for the packaging; processed-wood exemptions must not be confused with raw-wood pallets or dunnage.
- **Destination-specific conformity, inspection or permit evidence** — only where the destination rule and exact product require it; labels such as CE or references to a US agency are not a universal China-export certificate.
- **Letter of credit documents** — if you are paid by L/C, every document must match the credit’s wording exactly, or the bank can reject it.

## Who prepares each record?

Use one dated working file before asking anyone to submit data. This is a coordination checklist, not a rule that every document must be attached to every declaration.

Choose one person to collect corrections and put a version date on the working file. If packing changes after booking, circulate the revised list to everyone using it. Updating a spreadsheet does not amend a declaration or a transport document by itself.

## How can you spot a packing-data mismatch?

**Illustrative exercise, not an actual shipment:** assume 24 identical cartons, each measuring 60 × 40 × 40 cm and weighing 12 kg gross.

| Total carton volume | 24 × 0.096 = 2.304 m³ |
| Total gross weight | 24 × 12 = 288 kg |

If an invoice lists 240 saleable units while the packing list lists 24 cartons, record the units per carton so the totals reconcile. Do not relabel 240 units as 240 packages. Pallets or crates can change the outer dimensions and gross weight, so measure the final transport packages again. This exercise does not determine customs value, chargeable weight or shipping price.

## Where shipments get held up

Common documentation risks include:

- **Value or description mismatch** between the invoice, packing list and declaration.
- **Vague descriptions** — “parts” or “samples” instead of a clear, classifiable description.
- **Wrong or missing HS code** , which drives duty and admissibility.
- **Regulated solid-wood packaging without a valid, legible ISPM 15 mark** , which can trigger action at destination. Do not demand the mark for packaging that falls within an ISPM 15 exemption.

## A simple discipline that pays off

Prepare the commercial invoice and packing list early, reconcile them to the contract and actual cargo, and then align the declaration and transport record. Certificates should use the same product identity and quantities where their own rules call for those fields. Consistency reduces correction risk, but it does not guarantee release: customs and destination authorities can still inspect or request additional evidence.
