Shipping goods from China to Mexico is the easy part. Clearing them through Mexican customs is where shipments get stuck — almost always because the importer is not properly registered, or the paperwork is incomplete. Here is what you actually need to import into Mexico, in plain terms.

## The pedimento: Mexico’s import declaration

Every formal import into Mexico is cleared on a **pedimento** , the official customs declaration. Article 40 of the Customs Law allows the importer or exporter to promote the clearance procedures directly, or to act through a customs agent or customs agency as consignee or mandatary. A legal entity that clears without an agent or agency must do so through a legal representative accredited before SAT; an individual using direct clearance must meet the regulatory conditions. Many importers appoint a licensed agent or agency in practice, but that is not the statute’s only route.

For the filing, the importer, its accredited legal representative, or its appointed customs agent or agency will normally assemble:

- A **commercial invoice or equivalent value document** — under Rule 1.9.16, the transmission is in Spanish by default; when the underlying document is in English or French, it may use that same language. Rule 3.1.8 requires Spanish translation in the same document or an attachment only for the listed detailed commercial-description data when those data are in a language other than Spanish, English or French, and extends that treatment to the transport document and other supporting documents specified in Customs Law article 36-A(I)(b). It does not require the entire commercial invoice to be in Spanish. The document should show the true description, value and parties.
- The **bill of lading** (ocean) or air waybill.
- The **packing list** .

- Any required permits, certificates or **NOM** compliance documents (more below).

## The Padrón de Importadores: you must be registered

This is the single most common reason a China–Mexico shipment gets blocked. To import into Mexico, the importer of record must be registered in the **Padrón de Importadores** — the official register of importers maintained by the tax authority (SAT).

If the company is **not** on the Padrón, it generally cannot make a commercial import in its own name. SAT does publish limited procedures, including a one-time authorization for qualifying adult individuals ( *personas físicas* ), but that is not a general substitute for registration. Confirm eligibility before the cargo moves.

## Sector-specific registries (Padrón de Sectores Específicos)

For tariff classifications included in the current sector lists, ordinary Padrón registration is not enough and the importer also needs the applicable **sector-specific register** (*Padrón de Sectores Específicos* ). Check the live Anexo 10 classification list rather than assuming that every product in a broad category is covered.

If your product falls into one of these sectors and the importer is not enrolled, the goods cannot be imported — even with a valid general Padrón. Check this early, because adding a sector can take time.

## NOM: Mexican product standards

Mexican **NOM** (Norma Oficial Mexicana) standards can require Spanish labeling, certification or testing for classifications listed in the applicable rules and Anexo 2.4.1. NOM is separate from importer registration. Screen the exact classification, product function and any exception before production rather than assigning a NOM from a broad category name.

- **IVA (VAT)** — Mexico’s general rate is 16%, calculated on the import base defined by Article 27 of the IVA law.
